This memorandum is agreed to by and among the Cities of Springfield, Holyoke and Northampton, the Town of Amherst, the Pioneer Valley Planning Commission and the University of Massachusetts, Amherst, collectively the “parties”. The agreement creates a partnership for purposes of establishing, managing and operating a Regional Bike Share System for the Pioneer Valley.
