This Agreement is entered into between Independent School District No. 15, St. Francis, Minnesota, hereinafter referred to as the District or the School District, and Education Minnesota St. Francis, Local 1977, hereinafter referred to as the exclusive representative, pursuant to and in compliance with the Minnesota Public Employment Labor Relations Act of 1971, as amended, hereinafter referred to as PELRA, to provide the terms and conditions of employment for all Preschool Instructors employed by Independent School District No. 15, St. Francis, Minnesota, who are public employees within the meaning of Minn. Stat. 179A.03, subd. 14, excluding supervisory, confidential and all other employees for the duration of this Agreement.
