THIS INTERGOVERNMENTAL AGREEMENT (this "Agreement") is made and entered into March , 2003 by and between the CITY OF PHOENIX, ARIZONA, a municipal corporation (the "City"), and THE TOURISM AND SPORTS AUTHORITY, a corporate and political body having all the rights, powers and immunities of a municipal corporation (the "Authority"). The City and the Authority may be referenced collectively below as the "Parties" and each individually as a "Party."
