These documents are sophisticated volunteer agreements that establish affiliations between agencies and special interest groups for the benefit of public resources. As specialized legal instruments, assistance agreements address specific tasks or problems. Agreements may involve the exchange of monies or provide for the mutual acceptance of services without the exchange of money.
