entered into by and between the City of Lakewood, a Municipal Corporation of the State of Washington, hereinafter referred to as “City,” and Pierce College, a public community college of the State of Washington, hereinafter referred to as “College,” pursuant to the authority granted by the Washington State Interlocal Cooperation Act, Chapter 39.34 RCW.
