, 2023 (the “Effective Date”), is entered into by and between ESCAMBIA COUNTY, a political subdivision of the State of Florida (“Optionor”), and BLUESTEM PARTNERS LLC, a Kansas limited liability company (“Optionee”). Optionor, and Optionee, their successors, and assigns, are each a “Party,” and collectively referred to herein as the “Parties”.
