WHEREAS, §502.111 of the Texas Transportation Code grants the Fori Bend County Commissioners Court (hereinafter "Commissioners Court") the authority to authorize the Fort Bend County Tax Assessor-Collector (hereinafter "Tax Assessor-Collector") to appoint deputies to register vehicles in the same manner and with the same authority as though done in the office of the Tax Assessor-Collector; and
