The USAID Evaluation, Monitoring, and Learning Services (EVAL-ME II) Indefinite Delivery Indefinite Quantity (IDIQ) contract is designed to support USAID in meeting diverse monitoring, evaluation, and learning requirements in USAID’s Program Cycle Policy (ADS 201) and to help USAID Missions and Operating Units more effectively support countries as they become more self-reliant. The IDIQ prime contract is held by LINC, in partnership with RTI International (RTI), the Cloudburst Group, and DevLab@Penn University. This mechanism has a five-year ordering period (2020 to 2025) and a $655 million ceiling.
