This First Amended and Restated Interlocal Agreement (the "ILA") is made this 4th day of October, 2022, by and between the Port of Seattle, a public port district organized under the laws of the State of Washington (“POS”) and The Northwest Seaport Alliance, a Washington state port development authority ("NWSA"), (cumulatively, "Parties"), under the authority of the Washington State Interlocal Cooperation Act, RCW 39.34 and the Port Joint Powers authority (RCW 53.08.240).
