Foxboro Cable Access, Inc. (FCA) is a non-profit or- ganization established in 1982 as part of the License Agreement between the Town of Foxborough and Ca- blevision Industries, the franchise operator at the time. The License Agreement gave FCA the authority to es- tablish rules for the use of the facilities, equipment, and channels provided by the cable franchise companies, now Comcast Corporation and Verizon. All cable sub- scribers in Foxboro are included as voting members of the Foxboro Cable Access corporation.
