("ASSOCIATION"). This MOU and applicable sections of the City's Personnel Rules and Regulations sets forth the full and only agreement on wages, hours and terms and conditions of employment that are subject to negotiations between the Association and the City. This MOU does not in any way modify, alter, and/or abrogate the City’s “Management Rights” as authorized by law. It is understood the Association retains all rights conferred on it by the Meyers-Milias-Brown Act (Gov. Code §§ 3500 et seq).
