On April 26, 2019, as amended July 25, 2019, and September 20, 2019, Southwest Power Pool, Inc. (SPP) submitted an executed network integration transmission service agreement between SPP as transmission Provider and Golden Spread Electric Cooperative, Inc. (Golden Spread) as network customer; and an executed network operating agreement among SPP as transmission provider, Golden Spread as network customer, and Southwestern Public Service Company and Oklahoma Gas and Electric Company as host transmission owners.1 Pursuant to authority delegated to the Director, Division of Electric Power Regulation – Central, under 18 C.F.R. § 375.307, your submittal is accepted for filing, effective April 1, 2019, as requested.2
