THIS INTERGOVERNMENTAL AGREEMENT (“the Agreement”) is entered into by and between the County of DeKalb, a unit of local government of the State of Illinois (“DeKalb County”) and the City of Genoa, a unit of local government of the State of Illinois (“City of Genoa”).
