Contract Type FiledFebruary 1st, 2018Effective since 2004, the Safe Third-Country Agreement (STCA) is a bilateral treaty between the United States and Canada that requires a refugee claimant to request refugee protection in the first country they reach, whether the United States or Canada. Thus, any refugee claimant who intends to ask for protection in Canada cannot have their claim heard if they arrived or traveled through the United States first, unless they satisfy one of the exceptions listed below.
