Pursuant to Rule 207(a)(5) of the Rules of Practice and Procedure of the Federal Energy Regulatory Commission (“Commission” or “FERC”), 18 C.F.R. § 385.207(a)(5), Northwest Pipeline LLC (“Northwest”) respectfully submits for the approval of the Commission this Stipulation and Settlement Agreement (“Settlement”) to, among other things, modify the transportation rates set forth in Northwest’s FERC Gas Tariff, Fifth Revised Volume No. 1 (“Tariff”), pursuant to the terms below.
