The Arkansas Natural Resources Commission ("ANRC"), having approved requested financial assistance at its May 17, 2017 meeting, offers to enter into the following Memorandum of Agreement with Pulaski County, Arkansas (the "Borrower") which, upon the Borrower’s acceptance of this offer and approval thereof by the Borrower, will be binding upon the Borrower and upon ANRC. This offer is made subject to the Borrower’s acceptance of this Memorandum of Agreement ("Agreement") on or before sixty (60) days from the Offer Date. Failure to accept this offer within the sixty (60) day period may result in withdrawal of this offer or increase in the interest rate charged.
