Pursuant to section 205 of the Federal Power Act (“FPA”),1 and part 35 of the regulations of the Federal Energy Regulatory Commission (“Commission” or “FERC”),2 PJM Interconnection, L.L.C. (“PJM”) submits for filing an executed Wholesale Market Participation Agreement (“WMPA”) entered into among PJM, Westmoreland Landfill Gas Company, Inc. (“Wholesale Market Participant” or “Westmoreland”), and West Penn Power Company (“Transmission Owner” or “West Penn”), executed on October 13, 2015 (“Westmoreland WMPA”). PJM is submitting the Westmoreland WMPA for filing because Westmoreland intends to engage in wholesale sales in the PJM markets from a generating facility connected to West Penn’s distribution facilities. PJM requests an effective date of October 13, 2015 for this WMPA, which is designated as Original Service Agreement No. 4288, and attached to this filing.3 The Westmoreland WMPA will facilitate Westmoreland’s intent to engage in jurisdictional wholesale transactions in the PJM mark
