WHEREAS, Licensor conducts a state program pursuant to License agreements with local Licensees consisting of a statewide competition for young women who are high school seniors (with all of such programs at any level being referred to herein as a “Program”), the goal of which is to recognize, reward and encourage excellence among young people by focusing attention on the achievements of outstanding college- bound young women;
