Schools that receive discounts for Internet access and internal connections services under the federal universal service support mechanism for schools (E-Rate) must implement and enforce internet safety policies. These policies must include a technology protection measure that protects against Internet access to visual depictions that are obscene, child pornography and/or images that are harmful to minors. It must also include monitoring the online activities of minors. Additionally, the policy must address the following issues: Access by minors to inappropriate matter on the Internet and WWW; the safety and security of minors when using email, chat rooms and other forms of communication; unauthorized access, including hacking, and other unlawful activities by minors online; unauthorized disclosure, use and dissemination of personal information regarding minors; and measures designed to restrict minors’ access to materials harmful to minors.
