The Parties desire to co-operate in establishing and maintaining conditions which will promote a harmonious relationship between Local 175 and the employees covered by this Agreement, to provide methods for fair and amicable resolution of issues which may also arise between them, and to promote efficient operation, and further, both parties agree that it is their mutual desire to promote the best possible representation for the members of Local 175.
