This PARTICIPATING AGREEMENT is hereby entered into by and between the Northwest California Resource Conservation and Development Council - 5C Program, hereinafter referred to as “NCRCDC,” and the United States Department of Agriculture (USDA), Forest Service, Shasta-Trinity National Forest, hereinafter referred to as the “U.S. Forest Service,” under the authority: Secure Rural Schools and Community Self-Determination Act of 2000, Public Law 106-393, 16 U.S.C. 500, as reauthorized and amended.
