This Agreement by and between (“Licensor”) and the Pennsylvania Department of Corrections, an agency of the Commonwealth of Pennsylvania (“Commonwealth”) is effective the date the Agreement has been fully executed by the Licensor and by the Commonwealth and all approvals required by Commonwealth contracting procedures have been obtained.
