THIS AMENDMENT made and entered into this day of 2014, by and between the City of Moorhead, (hereinafter referred to as the “City”), and Flight Development, LLC, with a regular place of business at 3309 70th Street South, Glyndon, MN 56547, (hereinafter referred to as Primary Fixed Base Operator, “PFBO”).
