This MEMORANDUM OF UNDERSTANDING (MOU) is hereby made and entered into by and between the Back Country Horsemen of America, hereinafter referred to as “BCHA,” and the United States Department of Agriculture (USDA), Forest Service, here in after referred to as the “U.S. Forest Service.”
