the term “aeronautical authorities” shall mean: in the case of the Republic of Kazakhstan, the Ministry for Investments and Development and, in the case of the Republic of Finland, the Finnish Transport Safety Agency, or in both cases, any authority or person authorized to perform the functions exercised by the said authorities. When making changes in the name of the authorized body of one Contracting Party another Contracting Party shall be informed in writing by diplomatic channels.
