This Settlement Agreement and Release is entered into by and between Plaintiff Luis Quintero (“Plaintiff” and/or “Class Representative”) for himself and the Final Settlement Class Members (as defined below) and the San Diego Association of Governments (“SANDAG” and/or “Defendant”). Plaintiff and Defendant, the Parties to the Settlement, are referred to collectively in this Settlement Agreement as the “Parties,” and singularly as “Party.”
