between the County of Contra Costa, a political subdivision of the State of California (“County”), and the Guidiville Band of Pomo Indians, a federally recognized Indian Tribe located within the geographical boundaries of the County of Contra Costa, State of California (“Tribe”). The County and the Tribe shall be collectively referred to as the “Parties.”
