FIRST AMENDMENT to Foreign-Trade Zone (“FTZ”) Operating Agreement No. 2647 (“Agreement") is made and entered into by and between the CITY OF LOS ANGELES, a municipal corporation (“City”), acting by and through its Board of Harbor Commissioners (“Board”), and SONY ELECTRONICS INC., (“Operator”) as follows:
