An agreement to maintain or improve existing levels of service is a pre- requisite for any Business Improvement District (BID) and guarantees the additionally of any services provided and paid for through the additional BID levy. Without an agreement that outlines the baseline services, businesses will not agree to invest in a BID as they could receive no benefit from their additional expenditure were the relevant party to cease providing some services.
