WHEREAS, the City, pursuant to Ordinance No. , enacted on August , 1999, and the County, pursuant to Ordinance No. 44, enacted on September 15, 1999, jointly authorized the creation of an Authority under provisions of the Act of Assembly approved December 27, 1994, P.L. 1375, as amended and supplemented, known as the “Third Class County Convention Center Authority Act”, which permits the creation of an Authority for the purpose of, among other things, maintaining, managing, operating, furnishing, fixturing, equipping, repairing, and owning a convention center to promote and attract business, industry, commerce and tourism within the County; and
