The purpose of this Agreement is to maintain harmonious and mutual beneficial relationships among the City, the employees covered by this Agreement, and the Union, to set forth certain terms and conditions of employment relating to pay, hours of work, safety and occupational health of the employees and employee benefits and general working conditions affecting em- ployees covered by this Agreement. It is further under- stood that the purpose of this Agreement is to foster and maintain a high quality and standard of efficient services.
