The resident commissioner or, after January 9, 1978, the Governor is author- ized to enter into an agreement with the High Commissioner of the Trust Territo- ry for the purpose of extending coverage under this division to employment performed by a domiciliary of the Northern Mariana Islands for the government of the Trust Territory.
