Zayo Group, LLC, ("Zayo") seeks a franchise contract to construct, operate, and maintain a telecommunications system within the City. This franchise ordinance is substantially similar to the City’s current franchises with other telecommunication entities. The proposed franchise contract ordinance provides that any use of the right- of-way is subordinate to the City’s health, safety, and welfare requirements and regulations, including the City's right-of-way management code.
