The City of Woodland and the Woodland Mid-Management/Professional Association, representing employees employed by the City of Woodland in the classifications designated herein in Article I, Section I under the title “Application,” by and through their authorized representatives hereby ratify as and for a memorandum of understanding the attached Resolution entitled “A Resolution of the City Council of the City of Woodland Approving Certain Terms and Conditions for Mid-Management Unit Employees” including the exhibits appended hereto, and recommend that the Resolution shall be incorporated into the City’s adopted Personnel Rules and Regulations and thereafter the attached Resolution shall be used merely for purposes of interpreting the specific rules and regulations addressed. In resolving questions of interpretation, the Resolution shall be the primary source in all cases.
