In 1997, the Idaho Department of Fish and Game (IDF&G) established the Idaho Sage-grouse Task Force, which developed the Idaho Sage-grouse Management Plan (Idaho Plan) to address concerns for declining sage-grouse populations in the State. The Idaho Plan called for the establishment of local sage- grouse working groups to develop local plans and programs that maintain, improve and restore local
