This report has been developed for a Capital Preventive Maintenance (CAPM) project under the 2020 State Highway Operation and Protection Program (SHOPP) Pavement Rehabilitation Program 201.121. The scope of work proposes to grind and resurface the existing mainline traveled way, shoulders, and on-/off-ramps on State Route (SR) 4 in Contra Costa County from San Pablo Avenue to the Route 4/242 separation (post mile [PM] L0.0 to PM R14.3). Additionally, the existing curb ramps, metal beam guardrails, and permanent traffic signs within the project limits will be upgraded where necessary to meet current standards.
