WHEREAS, Kalaupapa National Historical Park (the park or KALA) was established in 1980 with legislation directing the National Park Service (NPS) to preserve and interpret the Kalaupapa settlement as well as maintain a living community for the Kalaupapa Hansen's Disease (leprosy) patients. Today, an active care home, managed by the State of Hawaiʻi Department of Health (HDOH), provides medical treatment and, by law, remaining patients are guaranteed the ability to live in the Settlement for as long as they wish; and,
