Considered a supplement to the 1999 Visiting Forces Agreement, it allows for more U.S. troops in the Philippines and for the establishment of ‘forward operating camps,’ or military installations that could be rapidly transformed into military bases if needed. The agreement has implications for the Philippines’ territorial row with China over parts of the South China Sea.
