WHEREAS pursuant to Subsection 262(4) of The Cities Act (the “Act”), City Council may enter into an agreement for the purpose of partially exempting the Property described herein from taxation, in whole or in part, except for the Local Improvement Levies, and specifically may do so for purposes of economic development as contemplated in Subsection 263(6) of the Act;
