Pub. L. 106–398, § 1 [[div. A], title VII, § 728(c)], Oct. 30, 2000, 114 Stat. 1654, 1654A–189, provided that: ‘‘Section 1095f of title 10, United States Code, as added by sub- section (a), shall apply with respect to a TRICARE managed care support contract entered into by the De- partment of Defense after the date of the enactment of this Act [Oct. 30, 2000].’’
