This Consent Agreement (“CA”) is entered into by the Director of the Office of Enforcement, Compliance and Environmental Justice, U.S. Environmental Protection Agency, Region III (“EPA” or “Complainant”), the U.S. Department of the Army (“Army”) and Alliant Techsystems Operations LLC (“ATK”).
