WHEREAS, on August 22, 2003, the City and the then-current owner of the property commonly known as 3S620 Mignin Drive Warrenville, Illinois (“Property”) entered into a license agreement pursuant to which the owner of the Property was granted a license to install a private driveway (“Driveway”) located within the unimproved, City-owned right-of-way commonly known as Adam Albright Street (“License Agreement”); and
