AND WHEREAS the Union is the bargaining agent for employees at New Westminster, British Columbia, except those for whom the City of New Westminster Policemen's Association, the City of New Westminster Firefighters' Union (Local Number 256 of the International Association of Firefighters), the International Brotherhood of Electrical Workers, Local Number 213, and the New Westminster Public Library Staff Association are certified; and those excluded by the Labour Relations Code;
