This intergovernmental agreement (IGA) is entered into by and between the City of Portland (hereinafter referred to as the “City”) acting by and through its Portland Housing Bureau (hereinafter referred to as “PHB”), and the City of Gresham (hereinafter referred to as “Gresham” or “Sub-recipient”) (hereinafter referred to collectively as the “Parties”) for implementation of activities under the HOME Investment Partnership Program of the U.S. Department of Housing and Urban Development, the American Rescue Plan Act of 2021 (hereinafter referred to as “HOME-ARP”), and the cooperation of units of local government under the authority of ORS 191.010.
