This Class Action Settlement Agreement and Stipulation (“Agreement”) is made and entered into between Plaintiffs Michael Marconi and David Conner (“Plaintiffs”), individually and on behalf of the Class, and Defendant City of Joliet (“City”), subject to the approval of the Court, as provided below.
