Pursuant to section 205 of the Federal Power Act (“FPA”), 16 U.S.C. § 824d, and section 35.13 of the Federal Energy Regulatory Commission’s (“Commission”) regulations, 18 C.F.R. § 35.13, Southwest Power Pool, Inc. (“SPP”) as authorized by its Board of Directors, submits amendments to the SPP Membership Agreement1 in order to facilitate the decision of Mor-Gran-Sou Electric Cooperative, Inc. (“Mor-Gran-Sou”) to join SPP as a Transmission Owner and to place its transmission facilities under the functional control of SPP. Mor-Gran-Sou requested amendments to its Membership Agreement to accommodate its membership and participation in SPP (the “Amendments”).
