IBEW Local 48 ("Union") and the Oregon-Columbia Chapter, NECA ("NECA") acknowledge the need to address the predicted labor shortage in the local market. Additionally, both the Union and NECA recognize the value in the continued efforts to recruit more minorities and women into the electrical industry. In order to address both of these issues, the Union and NECA agree to the following modification of the scope of work permitted under the Material Handler Agreement as follows:
