This pack has been created to assist the development of partnerships between prisons and a wide range of third sector organisations. It has been developed through extensive consultation between SPS, third sector staff and other stakeholders. It is designed to be a simple, step-by-step process which will help with the preparation of project plans that fit with identified needs. Since it is difficult to conduct robust quantitative evaluations of services in Scotland, the pack has been structured around a logic model approach. This approach asks you to demonstrate the extent to which the proposed service is based on robust evidence and how the service will work to achieve outcomes. The proposed project plans, once agreed between respective partners, should provide a clear specification of the services to be delivered, the outcomes expected to be achieved and the arrangements for evaluating the quality and the impact of the services delivered.
