This System Conservation Implementation Agreement (“SCIA”) is entered into this 1st day of April 2024 (“Effective Date”), by and between the Upper Colorado River Commission (“UCRC”), acting through the officials executing this Agreement and the Ute Mountain Farm and Ranch Enterprise, a federally recognized Indian tribe of the United States (“Contractor”), each being referred to individually as “Party” or collectively as the “Parties.”
