The purpose of this letter is to provide County Welfare Departments (CWDs) with information regarding removal of the termination date for the limited California Food Assistance Program (CFAP) eligibility period for certain legal noncitizens entering the United States on or after August 22, 1996. On October 1, 1999 counties were issued ACL 99-78 which provided food stamp benefits for several additional categories of legal noncitizens. One of these categories was noncitizens who are otherwise eligible, but who legally entered the United States on or after August 22, 1996.
